In accordance with the Charter of the Confederation of Labor of Russia, the highest body of the KTR is the Congress. The Congress elects the President of the KTR, the General Secretary, the Chairman of the Executive Committee, members of the Council and the Chairman of the Council, members of the Control and Audit Commission. The governing body acting between Congresses is the Council of the KTR, which elects Vice-Presidents. The operational management of the Confederation is carried out by the Executive Committee of the KTR, which includes the President, the General Secretary and the Chairman of the Executive Committee.
